Opening its doors to Portland’s most vulnerable population, the Blackburn Center provides a revolutionary model of integrated housing and healthcare, serving as one of only five centers in North America to combine housing, clinical services, and social support under a single roof. Designed to support individuals at every stage of their recovery, the building's layout mirrors the journey from clinical treatment on the ground floor to independent living on the top floors. The project is a vital part of a broader initiative by CCC and six other healthcare organizations to combine housing with medical and social services. By integrating housing with healthcare services in one place, Blackburn Center bridges the gap that typically separates these essential components, creating a seamless experience of care for its residents. Situated in East Portland, the Blackburn Center catalyzes the transformation of the area into a more urban, walkable, and mixed-use community. Its proximity to MAX light rail and bus lines offers easy access to mass transit, reinforcing the importance of connectivity for both affordable housing and healthcare access. The building also includes public spaces and retail areas, including a coffee shop, to encourage community engagement and enhance the pedestrian experience. Beyond providing vital housing and healthcare, Blackburn Center serves as a space for medical education, training interns and residents from local medical institutions. As a result, it’s not just a place of healing for its residents, but also a training ground for the next generation of healthcare professionals. In every aspect, Blackburn Center exemplifies CCC’s mission to offer comfort, dignity, and stability to the underserved while setting a new standard for the future of affordable housing and integrated care.
