Crescent Court

Community Catered to All Walks of Life

Developed in partnership with Related NW, Central City Concern (CCC), the Portland Boys and Girls Club, and the Immigrant and Refugee Community Organization (IRCO), a non-profit dedicated to connecting refugees and immigrants with affordable housing, Crescent Court is an affordable housing complex that caters to residents from all walks of life, primarily immigrant and refugee families. Designed for a lifetime of growth, Crescent Court contains space for both individual residents and for families. Unit sizes range from one-bedrooms and studios to three-bedroom apartments specifically intended for families, meaning that tenants have the opportunity to grow and raise children without needing to leave the building. This is significant for immigrant and refugee families, as the ability to put down roots in a new area and build a sense of community is incredibly important for health, happiness, and future success when starting a new chapter in life. The emphasis on raising families is underscored by the proximity of a grade school less than a block away, as well as the inclusion of a Boys and Girls Club on site as one of the many shared community spaces. With other Ankrom Moisan-built affordable housing projects nearby, such as Meridian Gardens, Cedar Commons, and the Blackburn Center, Crescent Court creates a space for growing families in a neighborhood supportive of people with disabilities, mental health struggles, and substance abuse issues. This thoughtful design establishes a care-based community that values each resident and provides them with access to the resources required for a fruitful and fulfilling life.

Located on the corner of the busy thoroughfare of SE Division Street and a quiet neighborhood, Crescent Court’s architecture mirrors the transition from an urban to a residential experience. On SE Division Street, Crescent Court presents its formal brick face, alluding to the bustling traffic of businesses in the area. As the corner is rounded into the peaceful neighborhood, a lateral transition and material change makes the building appear more in line with the surrounding residential homes. The articulation of Crescent Court’s exterior creates a scale reminiscent of townhouse design, tying the apartment complex to the siding and porches found in the surrounding residential homes. Constructed in a horseshoe shape, the structure of Crescent Court wraps around a central inner courtyard where outdoor amenities are located. Wood-built overhangs cover the barbecue grill area, providing a shady escape from the summer sun or cover from Oregon’s characteristic rain. An outdoor play area for the residential children utilizes wood salvaged from trees that were removed from the site during construction. This decision not only ties the trees back into the location but also allows for a decreased reliance on plastic or metals in the construction of the outdoor recreation areas, resulting in a more natural play space. The project’s design sets aside space for both individuals and families. Unit options range from single studios and one-bedroom apartments to three-bedroom family units, touching on life choices that individual residents may make in a lifetime: meet somebody, move in together, and start a family - all while under Crescent Court’s roof. There is no need to move out of the building. With comprehensive amenities geared toward people of all ages and life stages, the complex really is designed for a lifetime of growth.

Cultural concepts of community and shared connections inform much of the interior design of Crescent Court. Entering the building’s front doors, a reception desk, wooden seating alcove, and leasing area greets residents, while just down the hall the CCC offices, complete with a furnished waiting area, provide counseling and assistance for those in need. There is a reciprocal relationship between Crescent Court, its inhabitants, and Central City Concern; services offered within the building specifically for residents to increase the effectiveness of the CCC programs and guarantee individuals are supported and taken care of in all the ways they need. Visual connections stretch throughout the multiple specialized amenity spaces. Interior windows establish sight-lines spanning from the property management office to the multiple community rooms. Not only does this increase safety and mitigate risks for the tenants with young children, it also fosters a greater sense of community and connection. The shared common spaces within Crescent Court have programs and amenities tailored to all age groups. The inclusion of a teen room – outfitted with bean bag chairs, exposed brick-inspired tactile walls, and 70’s influenced art - and a Boys and Girls Club on site certify the project as a family-forward building. The Boys and Girls club space is held up by exposed wood beams and contains a micro-kitchen wrapped in vibrant orange tile, a flat-screen TV, and ample seating space to accommodate family get-togethers, larger community events, or television viewing parties. The community kitchen is even more expansive. Dining tables, leather couches, and an electric range, refrigerator, and dishwasher highlighted by a blue backsplash invite residents to connect over shared meals and socialize with neighbors. A television mounted on textured, wicker wallpaper completes the comfortable lounge space at one end of the room. Large windows allow for views out to the community courtyard and fill the space with natural light. Units have been designed with durability in mind while still maintaining an elevated feel. Wood-look resilient flooring, dark espresso-stained cabinets, and quartz countertops give these affordable units a Market Rate look. With all the amenities, resources, and visual connections permeating the building, Crescent Court takes the wellbeing of each individual occupant to heart, and raises them up by establishing a supportive, nurturing community that embraces all its members and creates space for each of them to thrive.
